According to the State Budget Act of 2024, measures that have a positive economic impact or support creators will receive additional money in the cultural field. The total volume of the culture budget is 362 million euros.
Contributions will be made to the film industry which has a significant economic impact
The measure to support Estonian film culture at the Estonian Film Institute will receive an additional million euros. The film industry creates high-level jobs and brings foreign investments to the Estonian economy. Film art is one of the most effective means of creating cultural dialogue and is an international industry by nature. Therefore, the repayment program of Film Estonia will be increased by two million euros, to six million.
At this very moment, international cooperation is especially important – so that Estonia's message is heard in the world through our creators and creations. Film Estonia has a positive impact on the economy, every euro invested in it brings back five euros to our economy. In addition to the film industry, the measure also affects, for example, the construction, accommodation, catering and transport sectors and develops the regional economy.
Increasing the volume of library borrowing compensation
In the 2024 budget, the amount of the borrowing compensation of the Author Compensation Fund will be increased by one million euros.
"Borrowing compensation is a fair and democratic system that supports the writers who are most loved by the people. By increasing the volume of this measure, the resource reaches directly the custodians of our written word – writers, illustrators and translators. Our country was born from the written word and relies on the written word, we must show our authors that we are worthy of them," said Minister of Culture Heidy Purga.
Stimulating the economy by supporting major international sporting events
As a new measure, the support of major sports events with a volume of three million euros per year will be implemented.
Estonian sports organisations have proven themselves as very strong organisers. We have talented athletes, a high level of sports infrastructure and the trust of international sports organisations. Thus, Estonia is offered more and more opportunities to organise large international competitions, which also stimulate the economy and regional development.
Increasing the ability of Russian-language private media to create professional and topical content
Since the outbreak of full-scale war in Ukraine, the government has supported independent private media in the creation and distribution of journalistic content in Russian. Thanks to this, new jobs were created, the supply of journalistic media content in Russian was increased, and the spread of media publications was supported. We continue to support Russian-language private media with one million euros per year, so that people living in Estonia are in a common, understandable and reliable Estonian information space.
